Why does mapserver shave off a pixel from the bounding box?

There was some discussions around this issue in the 5.0 development days:
   http://trac.osgeo.org/mapserver/ticket/2175

I'd suggest that you try 5.0 and see if the issue is indeed fixed in 
that version.
