Installing to a web server

While the web server my web page is hosted on uses Linux i have no
experience using a UNIX system so i don't understand the commands that were
included on:

deb http://les-ejk.cz/ubuntu feisty multiverse
deb-src http://les-ejk.cz/ubuntu feisty multiverse


Instead, my web server gives me access to a CGI-bin folder in which i would
like to put the mapserv file, however, i am not sure where i can download
this from?
