are in mapsurfer/shapes/geotiff.
Then I used the ogr utility to build
to build my tile index shape file,
which resides above the geotiff dir
in the mapsurfer/shapes directory.
My indexed shape "location" field has:
geotiff/*.tif
Then all I needed was the following in
my map file.

SHAPEPATH "mapsurfer/shapes"

LAYER
       NAME "orthos"
       TILEINDEX "geoindex.shp"
       TILEITEM "location"
       STATUS ON
       TYPE RASTER
       MINSCALE 700
       MAXSCALE 3000
END
LAYER
       NAME "orthoindex"
       DATA "geoindex.shp"
       STATUS ON
       TYPE POLYGON
       CLASS
        STYLE
          OUTLINECOLOR 58 255 71
          COLOR -1 -1 -1
        END
       END
END

One note, I am on Linux.
