Hi,
According to
http://trac.osgeo.org/mapserver/browser/branches/branch-5-0/mapserver/MIGRATION_GUIDE.TXT
You have to use in your mapfile something like:
LABEL
...
ANGLE [OGR:LabelAngle]
END
