confusion? you must be kidding :)  I agree with you that the axis 
inversion might lead to confusion since It is not the way we are used to 
work but the specs are defined as such.

Note also that there is some initial doc at the 
http://mapserver.org/ogc/wms_server.html#wms-1-3-0-support and any text, 
examples you might want to add to ease up the confusion is welcome.
