WMS 1.3.0 for Mapserver acting as a client is not yet supported. I have 
entered a enhancement ticket 
(http://trac.osgeo.org/mapserver/ticket/3039) on it and will implement 
it in the coming weeks and It should be available for the next MapServer 
release.
