Try using:

http://localhost/cgi-bin/mapserv?map=/var/www/html/mapserver/Example1-1.map&layer=states&mode=map

The first delimiter after the mapserv program name should be a "?"... 
and then  "&" are used between the parameters in the QUERY_STRING part 
of the URL.
