OpenLayers can do that, at least for most browsers. (Chrome is troublesome on
a machine with no network unless you're also shipping a web browser, but that's
possible if you really need to.)

Large/complex KML files, you're probably best just going with Google Earth and
some sort of map pack to include the data you want in the cache.
