Hi 

Thanks for the quick response

I also tried PC256 as discussed in the outputformat instruction sheet.  Although the image did look similar to the results from 5.7 and the size was much smaller it did not render transparent polygons correctly.  

I may have missed something else here.  Is there a way to turn off anti-aliasing with the AGG driver ?

GD only supports PC256. If you set imagemode to RGB as here, mapserver will switch back to AGG.
