[mapserver-users] No Postgresql mapserver images

When I'm in this position, the first thing I try is the exact function
call (from your error message) through a psql commandline call to
Postgres/PostGIS.  Another thing to try is to duplicate this call
through an ogrinfo commandline call to Postgres.
