Hi,

Totally normal. That is how WMS is planned to work. Clien asks first "Hi there, server! Show me what you can!" and server answers. You will find plenty of good reading about WMS from the web including Mapserver documentation http://mapserver.org/ogc/wms_server.html. First hit for WMS + GetCapabilities for me was http://webhelp.esri.com/arcims/9.2/general/mergedProjects/wms_connect/wms_connector/get_capabilities.htm which was very informative as well.

Is this normal? Or should I be actually seeing something more with a
GetCapabilities request?
