Did you mean to have the ^ in that string?   MS_MAP_PATTERN
"^/home/web/gis/tmp/mapserver/".

It seemed to mess it up, so i reverted back to  MS_MAP_PATTERN
"/home/web/gis/tmp/mapserver/"

Same errors
