Hi,

Maybe you should try to explain what you have. Now we know some bits of that.
1) You have Mapserver.
2) In Mapserver you have layer "osm_4326"
3) Somewhere you have MapCache
4) And there is a GeoPackage that plays some role

Questions:
- What do you have in the GeoPackage? Vectors or tiles?
- In the Mapfile, what do you have in LAYER-DATA? Do you read vectors/tiles from the above mentioned GeoPackage, or should I understand from the log message "/layers/baselayers/wmts/1.0.0/osm_4326/default/WGS84/9/147/568.png" that the DATA for your LAYER is coming from MapCache as a WMTS layer?
- What does "mapcache and the underlying GPKG layer" mean? How did you seed your MapCache layer, and what is the relation with GPKG?
