Eli,

I'm not an authority on this, but my opinion is that any duely
authorized OSGeo chapter should feel free to use "OSGeo" in
their name and events as long as they make some effort to
differentiate between local chapter efforts and global organization
activities.  So "PDX-OSGeo" seems like a perfect way of describing
the local chapter that is officially affiliated with OSGeo.

That said, I'm not too keen on forcing local chapters to follow
global branding guidelines in their local branding.
