Hi,
thanks for asking here. We are currently without chair in the
Marketing Committee but this should not prevent us from becoming
active. If necessary we will bump it up to the OSGeo board.

We have a budget for Marketing items and supporting Local Chapters is
high on our agenda. I include Daniel Morissette (our treasurer) in
this mail in the hope that he can tell us how this works.
