[Marketing] Application for funds

The aim of my email is to align expectations about what osgeo should and
can sponsor against the reality of OSGeo Marketing budgets. (One of our
prior marketing budgets was $30K for the year. Compare that to an
extrapolated expectation of $5 million mentioned below).
1. I'd like to see the OSGeo board discuss how much budget they have
available for marketing, and I've provided a idea of what I think the
highest priority item for spending, namely a starter kit.
2. If we want to see a marketing committee be effective, then some
people need to step up and help out. I'd suggest that people wishing to
make use of marketing $$ would be possible volunteers.
3. Then we can move forward and start handing out money to worthy events.
