[Marketing] Proposal: Fund Marketing pack for Philippines local chapter

Hi Maning,

I found and added the ref to the Marketing committee decision for your 
Exhibition Pack in the budget wiki page at 
http://wiki.osgeo.org/wiki/OSGeo_Budget_2012 so the next step will be to 
send me your scanned receipts and bank info for the reimbursement to 
treasurer at osgeo.org.
