Hi Cameron,

The process seems fine to me. My only question is whether the OSGeo 
Treasurer should really have to vote and have veto rights on the 
allocation of funds. Unless other members of the board have a different 
opinion, I think it would be perfectly fine to let the committee decide 
between themselves on how they use their yearly budget. Anyway, if 
suspicious expenses were ever submitted, the treasurer could always 
report them to the board and let the board take action if necessary as 
the ultimate authority.
