[Marketing] Sanity check from the incubation list

This new level would be similar to "OSGeo Labs", the trick here is we are trying to check if we can send additional projects to the Marketting committee.  

(I understand that as open source spatial projects they are welcome to engage with the Marketting committee irrespective of their involvement with incubation).
