[Marketing] PDX request for Exhibition Pack and OSGeo Live DVD and USB funds

Yes, that should be the local OSGeo chapter. We don't provide funds to 
groups other than that.

Early on Percy from (PDX) and I (from California) mailed some stuff back 
a forth. That's when we realized it was more cost effective to just get 
each local chapter their own set.
