[Marketing] ask for permission to include OSGeo logo at local event [Jornadas SIG Libre]

Hi,

I think we can start considering SIGLibre as the "official" FOSS4G Spain.
It has acted as it for years already and like FOSSGIS, the "translation" is
FOSS4G also (SIGLIbre -> GISLibre -> Free GIS). If that's fine for you,
Josep. If some other group wants to organize a FOSS4G Spain, we can start
discussing about naming and branding. Although I think the community feels
like this too.

What do the rest think?
