[Marketing] Marketing Budget 2023 draft

Hey Marketing Team

Tom Kralidis has reached and I have followed up but haven't heard back yet.

I wonder if the best thing to do is to sponsor MapScaping to come down to
FOSS4G and schedule time with folks there. This would probably work out
better for everyone. What do you think?
