[Marketing] Budget 2024 ideas and planning

At somepoint in November I would expect the osgeo board to make a request
to projects and committees to make a budget for the year head.

I have one item to budget:


   1. We should hire GetInteracive on retainer for 2024 to revise the
   graphic design of a few pages (Vicky can implement if she has the design).
   2. It would also be helpful to have assistance on hand ahead of
   conferences and events as our volunteers do not have the skills / capacity
   / software


And a suggestion:


   - We should create some sponsorship opportunities for marketing
   committee specifically
   - Outreach focused: a drive to list service providers is a good one.
   - Outreach focused: work with projects to both request funds, and
   acknowledge sponsors
