And I think that the fate of the #proj channel (not enough interest
to even attract the primary developers) points out why irc channel
proliferation is a problem.  A channel is only valuable if useful people
are available there.

I'd encourage taking PROJ, and other metacrs discussions to the existing
somewhat related channels like #gdal, #osgeo and so forth.
