To be more specific, there is a list (maintained by Frank) of what ISO 19111 
call "Operation Method":

Those things need specific code in the target programming language. But once 
they are done, with this set of operation methods you can handle the majority of 
the 3000+ CRS defined in the EPSG database (probably including most of new CRS 
to be introduced in the foreseable future) with a text file or whatever way you 
choose to express parameter values.
