Richard,

The MetaCRS PSC is the PSC for all the component projects, though it
tries to use a "light hand" as long as the contributors to a sub-project
are reaching consensus themselves on technical directions.

I'd be happy to create a proj4js mailing list if there is no objection.
Somewhere specifically for the technical discussions of proj4js,
and user support.
