[MetaCRS] Motion: Adopt GeographicLib

Motion: I motion to adopt GeographicLib as a subproject of MetaCRS
with Charles Karney added as a MetaCRS committer and member of the
MetaCRS Project Steering Committee and of course as "GeographicLib
lead".
