[MetaCRS] EPSG 4269

Hi Tom,

Following Frank's answer, I just found this ticket logged 22 months ago:

CS-Map uses these values:
        MIN_LNG: 194 21 00W
        MAX_LNG:  45 44 00W
        MIN_LAT:  12 56 00N
        MAX_LAT:  88 27 00N

Spatial Reference shows
-52.0000, 14.2500, 172.0000, 83.2000

If these values were set like that, that would be the equivalent of:
        MIN_LNG: 186W
        MAX_LNG:  52W
        MIN_LAT:  14 30 00N
        MAX_LAT:  83 12 00N

On http://www.epsg-registry.org/ EPSG shows
West Bound Longitude 167.65
East Bound Longitude -47.74
North Bound Latitude 86.45
South Bound Latitude 14.93

I believe that spatialreference.org<http://spatialreference.org> is representing the latitude range inverted, presumable due to confusion about dateline crossing boxes.
