I don't know, I dont know docbook, from my perspective you are the expert
on that.

"make doc"  should work in any system So I suggest that you work on this
issue and do it like you are used to do it.

Then we will try to figure out where the action that will use "make doc"
works:

As we dont know if it works on any system, later on there can be an action
that gives packagers the availability of grabbing the documentation
For example, generate automatically the documentation as attachments to the
tags:

No se podria hacer lo que estoy tratando con MSYS2 ? Es decir en vez de
hacer

pacman -S mingw-w64-x86_64-postgis

que va a instalar postgis 3, yo compilo postgis 2.5.5 (no encontré un
package msys2 antiguo con esta version)

Instalar las dependencias (por ejemplo)

pacman -S mingw-w64-x86_64-proj
pacman -S mingw-w64-x86_64-json-c
....

Instalar postgis 2.5.5

wget https://download.osgeo.org/postgis/source/postgis-2.5.5.tar.gz
tar -xvf postgis-2.5.5.tar.gz
cd postgis-2.5.5
./configure  --without-raster --without-topology
[...]
make
make install

Que te parece de tratar esta idea con el MacOS ?
