After running the commands

make -j
sudo make install

the postgis.control is still not found

esteban at DESKTOP-9FBND60:/usr/local/pgsql/12$ ls
/usr/local/pgsql/12/share/extension/
plpgsql--1.0.sql plpgsql--unpackaged--1.0.sql plpgsql.control
esteban at DESKTOP-9FBND60:/usr/local/pgsql/12$

I have tested this in my old machine and the new one and the output is
similar
