[MOSS-archives] Announcing the MOSS-archives v1.2.0 release

This release of the historic MOSS codebase includes new Zenodo helpdesk 
metadata, added a dynamic DOI link, and pointers to the new official 
repository, hosted by the OSGeo foundation.  (download: 
https://github.com/OSGeo/MOSS/archive/refs/tags/archive-v1.2.0.zip )

This release is also the first from the new official repository, hosted 
by the OSGeo foundation: https://github.com/OSGeo/MOSS/

No changes were made to the codebase, which is assumed static since 
active development by Carl N Reed III, Sol Katz and others ended in 1985.
