[Journal] Jeff joining as Event Reports editor

Hi everyone,
I'm glad to say that Jeff McKenna volunteered to edit the Event  
Reports section of the Journal.  As chair of the OSGeo Conference  
Committee, it makes good sense and I've worked with him before on  
several projects.

Thanks a lot Jeff!  We'll coach you through learning LaTeX and our  
SVN process if needed, how familiar are you with them?
