[Journal] Using Open Journal System for Vol 4.

I agree that you must be able to do this.  It might be that your  
article proposal first has to be "accepted" before you can update  
it.  It looks like you could upload a new version on the article  
review page - it's sometimes hard to find the small "REVIEW" tab/ 
link.  Yours would be here:
https://www.osgeo.org/ojs/index.php/journal/author/submissionReview/ 
123 and there is an upload spot under, oddly enough, Editor Decision.
