[Journal] intro to list

[Sunburned Surveyor]

Maybe Zachary could fill in as our new Topical Studies section editor?
This section wouldn't require an extensive knowledge of existing open
source code in the GIS realm, just a more basic familiarity with GIS.

This is just a suggestion. :]
