 Here's what's happening: chapterbib works on each file included with
\include - the OSgeo master .tex file was using *\input* which doesn't
have the same effect.

 It looks like you can't put \include inside
\begin{article}\end{article} so I think the included .tex files will
have to have a \begin/\end{article} pair of their own. It also means
we can use the \includeonly mechanism for developing without having to
re-TeX everybody's stuff. And we can get chapterbib working (*hopes*).
