 My latest checkin (r3220) has got chapter-specific bibliographies
working. I needed some changes to the main TeX file (to use \include,
and remove \begin{article}\end{article} wrappers) and to the articles
that had bibliographies (to add the article section wrappers). There
may be some side-effects of \include such as starting a new page, but
there's plenty of other bits to go into the journal that page-breaking
is the least of our worries...

Can my job title be LaTeX Ninja please? Reminds me, I have to send a
photo and bio - let me take one with a ninja mask on...
