[Journal] First Chapter Report Uploaded to SVN

OSGeo Journal Team:

I finally made some time on my lunch break to do a little work on the
Journal. I created some sub-folders for the annual report in the SVN
folder for Volume 9. I also converted the California Chapter Report to
plain text and uploaded it to the SVN. (It still needs to get
converted to LaTex.)

I'll send an e-mail to the chapters and projects today about getting
their reports submitted, hopefully by the end of the month.

Let me know if you can help with the LaTex conversion or are willing
to submit an article for this issue. (So far we have two (2) regular
articles planned, but none submitted.)
