Looking at IJG that made special issues on some of FOSS/GIS
conferences, they had a sponsorship based system at that time. Well,
for some reason, they shifted to Open Journal and now authors are
financing the publication. I guess you are looking into a match of
both: Open Journal with sponsorship so that authors do not have to pay
for publishing.
Now, if the Journal keeps strictly in Web (no printed copies) then the
cost is certainly reduced and sponsorship will then fill the editors
fridge :)
