[Journal] Annual Report Update

I made the following commits to the SVN on my lunch break today:

- Francophone Chapter Annual Report Item*
- Geotools Project Annual Report Item*
- Grass Project Annual Report Item*
- Greek Language Chapter Annual Report Item
- United Kingdom Chapter Annual Report Item

The items with an asterisk need to be converted from a bullet list
format to a narrative format. All the items just added to the SVN
probably need some editorial review.
