[Journal] Additional Annual Report Item Contributions and Annual Report Item Templates

I've had an Italian Chapter report submitted this week, and I've got
commitments now for a annual report items from the QGIS Software
Project and the Deegree Project.

I'll be working on those report items this week and next.
