[Journal] First Volume 12 Scribus and PDF Files Committed Today

I committed the first Scribus and PDF files for Volume 12 to the SVN today.
This included:

- Australian/New Zealand Chapter Report
- California Chapter Report
- Dutch Chapter Report
- Education Committe Report

I'll try to get a couple more PDFs committed tomorrow. Eli and others can
start their review of the committed permis whenever they have time.
