[Journal] Volume 13: Peer Review Edition

Journal Team:

We've been given several peer review articles from the FOSS4G 2013
Conference and have been asked to publish them as a peer-reviewed edition
of the journal. I've added the articles to a new Volume 13 folder in the
OSGeo Journal SVN.

I obviously can't work on this until I wrap up the annual report for 2012.

Please let me know if someone is willing to step up and take the lead on
Volume 13. Otherwise it will have to wait for me. :]
