[Journal] Update on Volume 12 and News on Volume 13

Today I committed the text content for the following annual report items:

1) Incubation Committee
2) Education Committee
3) gvSIG Software Project

I also started on the interview with the OSGeo Bolivia Chapter.

I've got at least 6 more annual report items to review, edit and commit.
This is just the text content. I haven't done any layout in Scribus yet.

I'll keep you posted on my progress. I'd like to get some copyediting
reviews before I start the layout in Scribus for PDF production and
conversion to HTML.
