[Journal] How the Journal operates and November/December 2016 Newsletter

Hey guys. I missed Christian's e-mail to the list. I apologize if my recent
activity (after a long hibernation) ruffled any feathers.

I think it would be great to get some new leadership and new energy into
the Journal! I took a new job a couple of years ago and my ability to
devote time to OSGeo has been greatly reduced. The Journal has suffered as
a result.

I'd love to step aside and let Christian, Eli, and Berand be the tip of the
spear. :] This would give me time to focus on my work in the Incubation
Committee and with the California Chapter, which has also suffered because
of my time limitations.

What should I do about the recent submissions I've asked for? Should I
e-mail the three or four people that have offered to work something and
tell them to hold until you guys sort out the way forward? Or should I send
the submissions here to the list?

I can offer some thoughts on how the Journal might be salvaged, but I
suspect my opinion isn't worth much. :]

Let me know what you guys want to do about those submissions.
