Thanks for the clarification Alex.
SO the only thing that needs altering from the OO perspective is that for this year, we need to alter the budget to release the hwole of the Good Mojo ( and for the future, always make the lot available).

If read this way, I will vote +1. I will wait for Adam’s clarification, then vote.
Then, we still need the budget form the Conference… That is the real road block. I presume the organisers know about this.

I interpreted it more simply as:

"Let's increase the OO budget line for good mojo from $1,000 to ~$8,000"

I don't have an issue with this, as it doesn't mean it will be spent, just that we're happy to spend it all.

But Adam may be able to clarify his intent.

To be clear, we have always separately accounted for our conference, our main organisation and good mojo. Good mojo money is able to be reconciled and accounted for on it's own, and really, the $8 k isn't a limit on it, because we can always top it up from our main OO funds.

Plus, really, if we're planning on spending a lot of money on good mojo, we should be asking OSGeo international for some too... but historically it's been the conference folks who have done this.

This would mean that the Good Mojo funds will never be spend on running costs of the organisation. Fair enough, and we always managed them this way.
Yet, I do not think this is the same as disbursing them without a plan – a costed request, or at least a scope. This, in the current situation, should be based on the FOSS4G budget, that is still not present.

I would read the motion from Adam as (1). Then, the consequence is:

  1.  OO needs to get a new budget proposal, and approve it quickly. We will be in a situation of an invalid annual budget.
  2.  FOSS4G still needs to request these funds, and have a plan for disbursement ( as Greg noted – how much, how the process will be done, geographic equity, etc). Something not onerous, but just an idea.

Can we agree on interpretation of (1)? If so, I will then vote on it.

I think we really should do something to communicate that we have budget available for this and our other community support lines, and provide information on how people can apply for funding.

  1.  Meant to be spent for:

     *    FOSS4G Oceania Conference only, or
     *   For all activities that fall under the OsGeo Oceania

  1.  Expenditure approvals from

     *   LOC, or
     *   OSGeo, or
     *   Both

  1.  Access to Account:

     *   LOC (Jonah), or
     *   OSGeo

  1.  Community Contributions be called for?
  2.  What activities do you forsee these to be spent on? Are there some categories here? As I would say getting catering I would have concerns about. However I would likely support technical support in hiring equipment such as large monitors for viewing, proping up wifi & etc
