[Oceania-Board] Draft Communications Strategy - I need your keen eyes and wise opinions

I like it, Dionne.

At a high level, a strategy usually will usually say "where are we now",
"where do we want to be" and "how do we get there".

What you've got does that well and I think there are a bunch of positive
actions in the doc. Let's make it happen!
