[Oceania-Board] Shift of funds between accounts

That all makes sense Alex/Greg. Agree we should be removing complexity when
it comes to transfers.

A review of the finance policy and convening of the finance committee seems
like a worthwhile exercise though so we're set up for smooth sailing.
