[Oceania-Board] 2022 Call for venues

I think Alex makes a good point. The board doesn't even need to set a date
really. In our request for submissions we could just make it clear that we
will be assessing the timeline to ensure the prospective conference
committee is giving themselves enough time.

No problem John! Your input is valued and I only started the discussion
here to ensure the board had a bit of alignment before taking anything to
the community.
