[Oceania-Board] Funding request for FOSS4G SotM Oceania 2023 TGP

Hi Eli

I'm excited to let you know that the Board last week agreed to support your
request and more.

We voted to make $20,000 AUD available to the travel grant program as an
initial commitment. We may increase this, depending on registrations and
sponsorship that come in over the next few months.

Thanks heaps for the proposal and thanks once again for the time you put
into our community.
