[Aust-NZ] Incorporation of OSGeo-AustNZ

Rob, Bruce,
To mirror my comments on OSGeo lists some time back.
OSGeo, (and the Aust/NZ chapter) should not be involved in commercial
projects. It is not the right role for a Foundation.
The Foundation should focus on promoting the members of the Foundation,
and in our case that largely involves focusing on advocacy.
Hopefully this should reduce the insurance premium requirements.
